Not all herbs are safe or appropriate for use by children, pets, or the elderly. However, not many herbs have such complete safety data that they can include children or the elderly.

A few manufacturers produce botanicals specifically formulated for children, giving correct dosages and offering herbal extracts that are alcohol-free and more pleasant tasting than regular adult-formulated products. In addition, alcohol extracts may be made more pleasant tasting by mixing them in juice, and powdered herbs can be mixed in applesauce or sweet potatoes to make them more palatable.
Pediatricians commonly determine children's dosages of pharmaceutical drug prescriptions on the basis of the weight of the child. Similarly, herbalists often use this method or Young's formula, which estimates dosage based on the child's age.
When in doubt, it is best to seek the advice of a health care professional or purchase products specially formulated for children that state the appropriate dosages.
For pets, as well, not all herbs are safe or appropriate. Some pets are more sensitive to medicines than others, such as cats vs. dogs. The monographs offered on this site generally do not include pharmacology or safety data suited for veterinary use.
